Unigov and Indianapolis

Indianapolis utilizes Unigov, a complex, multi-tiered City-county consolidated government, with overlapping and incomplete jurisdictions at many levels. A lot of people complain that this system in Indianapolis puts racial minorities within the inner city, and all others outside of it.
